The state of Vermont has mandated a Vermont Energy Goals course for individuals seeking a new appraisal license and those renewing their licenses. Appraisers applying for their initial license must complete one hour of education covering general information on the state’s energy goals. Those applying for appraisal license renewal in Vermont must complete an additional hour of education that includes updates on relevant state energy programs pertinent to the profession. When will the requirements go into effect?
Vermont real estate appraiser licensees are expected to complete the new course requirements by May 31st of even years. If you are pursuing a new license in Vermont, you’ll need to complete this course either before or as part of the application process. If you’re renewing your appraisal license, you must complete the Vermont Energy Goals appraisal course by May 31, 2024.
Why does the state mandate the Vermont Energy Goals appraisal course?
The new education requirements are key components of a law recently passed by the Vermont General Assembly (3 V.S.A. § 138). The law requires certain licensed professionals in the state—including appraisal professionals—to complete education on the state’s energy goals and how each licensee’s profession can further those goals.
The course is also mandatory for other professions regulated by the state of Vermont, including real estate brokers and agents, professional engineers, and property inspectors.
The decision to mandate the course for such state-regulated professionals is part of the state’s efforts to support its high-level goal: “To meet 25% of Vermont’s energy needs from renewable sources by 2025, 45% by 2035, and 90% by 2050.”1

Topics that will be covered in this mandatory appraisal course include the state of Vermont’s energy goals, the state’s progress in working toward such goals, as well as some basic information on renewable energy and conservation. The course will provide updates on state energy programs that are relevant to appraising energy efficient properties. For example, you will learn about green energy labels, certifications, and ratings in Vermont.
