Tibbalds has completed a Development Capacity and Delivery Strategy to support Peterborough City Council in its plans to bolster and diversify city centre living. The planning and urban design company was appointed under Homes England’s Development and Regeneration Technical Services Framework (DaRTS) – Lot 2.
The report, funded by Homes England, establishes the development capacity, viability and deliverability of 15 sites already identified by the council for housing-led development in the city centre and urban extension areas of Peterborough.
Together, the sites present an opportunity to provide over 4,000 new homes, including student housing as well as more modern, flexible space for a wider range of city centre uses, all connected by sustainable and active forms of transport, whilst respecting Peterborough’s history and heritage.
Adrian Chapman, executive director of place and economy for Peterborough City Council, said: “We’re delighted with the capacity study Tibbalds has produced to help illustrate the level of opportunity across our city. This work has enabled us to have confidence in the deliverability for different types of schemes, appealing to residents, business and investors.”
Katja Stille, director at Tibbalds, said: “To encourage more people to choose urban living, new development must be of the highest quality and provide appropriately-sized apartments, private and communal open space with opportunity for play and an attractive and safe public realm. This is essential for the future of our towns and cities, but it needs to be well planned, responding to each area’s characteristics and bringing forward the right quantum of development in a holistic way.”

Tibbalds led the project, advising on urban design and developing the capacity studies for the identified development sites, working closely with AspinallVerdi which provided demand and property market assessments, viability, funding and the production of a solid and realistic Delivery Plan. The work was supported by Quantem on cost and CampbellReithon environmental and technical issues.
